The State of Texas – Texas Department of Licensing and Regulation – Architectural Barriers Division contracts with authorized Registered Accessibility Specialists (RAS) to perform the plan reviews and inspections per the Texas Accessibility Standards for private and public building projects (New Construction, Additions, Renovations and Alterations) when:

• The building project cost EXCEEDS $50,000.  Architectual Barriers Act, Texas Government Code, Chapter 469, involves all building types, including multi-family residential complexes sales and leasing offices.

Barrier Free Texas, RAS, Accessibility Inspector/Plans Examiner, is certified by the TDLR and the ICC to provide both plan reviews and inspections for private and public buildings. 

Barrier Free Texas plan review determination letter & worksheets are usually completed within 5 working days of the complete submittal...Barrier Free Texas inspection report determination letter & worksheets are always completed within 5 working days of the inspection.

Please forward the following information via mail or courier service to Barrier Free Texas within 20 working days of the date of construction documents issuance:

(All forms listed below are located on the TDLR/Architectural Barriers Division website under Architectural Barriers Forms.)

• If you don't wish to pay the $175.00 TDLR project file fee with the TDLR Online Project Registration Form, then forward a TDLR/Architectural Barriers Project Registration Form (#005AB) to Barrier Free Texas to register the project for you, pay the fee, and forward the EABPRJ number immediately to you.
• Submit a check payable to "Barrier Free Texas" per the fee schedule below (the State of Texas –TDLR Project Processing Fee of $175.00 is included within the fee schedule amount).
• Submit an original signed & dated Proof of Submission Form (#042AB) from the Design Professional.
• Submit an original signed & dated Owner Agent Designation Form (#043AB) from the Property Owner (if chosen).
• Submit a complete set of Construction Documents (Sealed, Signed & Dated) including Addendum, Specifications and Consultant Drawings.
• Submit one additional site and floor plan(s) for the State of Texas – TDLR record file.

Fees (effective 2/01/05):

* The plan review fee also includes design development troubleshooting and issue clarifications with the TDLR.

PRE-PAYMENT OF THE INSPECTION FEE IS ENCOURAGED AT THE TIME OF THE SUBMITTAL FOR THE TDLR/TAS PLAN REVIEW  (if the project will be substantially completed within the same year).

1. TDLR requires a post-construction inspection within one year of job completion. (Barrier Free Texas recommends the inspection be performed before the contractors leave the job site.) The inspection fee is due before or at the time of the inspection per the statute. Contact  Barrier Free Texas two weeks prior to the desired inspection date.
